No credible documentary evidence indicates an earlier secret flight-test programme using operational PRIME vehicles before these officially recorded missions. Why the recovery profile also differs
Even if the dates were ignored, the operational concept behind PRIME differs markedly from the circumstances usually described for Kecksburg.
The X-23 programme was designed around carefully planned missile launches from Vandenberg Air Force Base into trajectories ending over the Pacific Ocean. After completing its controlled descent, the vehicle deployed a ballute and parachute before a specially equipped JC-130 aircraft attempted an airborne recovery. Why later technology still matters to the theory
Although X-23 cannot explain Kecksburg directly, it remains relevant to the broader “secret American re-entry vehicle” hypothesis.
The programme demonstrates that by the mid-to-late 1960s the United States had progressed well beyond simple ballistic warhead shapes. Engineers were actively exploring vehicles capable of banking through the atmosphere, controlling landing footprints and surviving recovery for detailed post-flight inspection.
